I agree with Col. North. I've been in law enforcement and emergency management for over 15 years. The problem was at the local level. If Congress wants to do anything constructive (if that's possible), they need to look at the local and state responces and suggest improvments there. They do not need to change the Constitution or add more to the "job description" of our military.
