I read somewhere that the new Marine martial arts course gives different colored rigger belts and that they may be worn with utilities.
Anyone know about that?

A riggers belt is a belt preferred choice of marines in the field. It's a reular belt that is more rugged and comfortable to wear. Plus its a little more tactical. My battalion Sgt. Maj. didn't like us to wear them in Garrison since it was issued gear. Yet out in the field we could wear them. you can find them on the internet at most military supply clothing stores. Back when i was in the Corps didnt have the martial arts program so I don't know anything about the belt colors. I had an olive drab color I think i bought it at saigon sams in jacksonville, nc

It started out that anyone could wear the rigger's belt (green).

Now they are mandatory and deal directly with the martial arts program. It is a wider belt and has a very tactical appeal to it.

Tan belts, gray belts, green belts, brown belts, black belts - depends on your martial arts level.
