I am currently enlisted in the Dep program and I leave Sep. 6th for basic training. Here are my Q's.

I am moving to ohio in the spring, how do I go about changing from Indinana reserve to Ohio reserve?

What kind of college tuition assistance can the Corps give me as a reservist?

Can a reservist volunteer to be deployed even when reserves are not called upon?

Thank you for the help.

Perhaps these are questions better suited for a recruiter...and you might have been wise to ask them before you enlisted in the DEP.

Number one, if you know you are moving to Ohio you need to let your Recruiter know now. You actually should have went straight to him/her in the first place. If you ship to Recruit training and are assigned a QSN in Indiana, you just screwed that unit in Indiana out of a slot for a minimum of two years if you end up somewhere else. You actually are late in the game and may screw them anyway.
You need to talk to your Recruiter and see if he can get you a QSN from the unit in Ohio to ship with. I don't know that there's one available or that you are qualified for the MOS's available in the Ohio unit but he can tell you. Also, the unit in Ohio may not have a quota for the MOS you are enlisted for in Indiana. Each Reserve Unit is different. This is not an easy task to accomplish.
Worst case scenario, you have to check into your Reserve Unit in Indiana after Recruit Training and then request a transfer to a Unit in Ohio if there is a slot available.

Bottom line, your Recruiter and his NCOIC have the most up to date and accurate information. Anything you get on this site with regards to Recruiting is generic and probably based on historical experience, not current information or policies. Definitely nobody here will know the specifics of your situation like the NCOIC of your Recruiting Sub-Station.

Best of Luck
