WASHINGTON -- While all the talk in Washington is of a war in Iraq, one of America's most accomplished generals is preparing to move to what many perceive as the former center of Western military power. But when Marine Commandant James Jones becomes Supreme Allied Commander of NATO, probably in January, one has to wonder whether the military balance of power in the world will be as clear as many in this administration think it is.
