Looks like it's a "chew hoy chit", surrender pass, or chieu hoi leaflet. There were a lot of different types. That one is pretty simple. Most had pictures of gooks living the good life (after they surrendered, of course), and had a bunch of vietnamese gibberish printed on them.

They were dropped from planes, and scattered around the countryside. In the hope that NVA and VC troops would pick them up and use them to surrender. Most were used a toilet paper. However, every now and then a "chew hoy" would come up to the gate of a firebase, or or a patrol, etc, and give himself up.
