WASHINGTON--Dionel M. Aviles, a defense budget expert and U.S. Naval Academy graduate, was nominated by President Bush yesterday to be undersecretary of the Navy, the service's number two civilian official after Navy Secretary Gordon England. He would replace Susan Morrisey Livingstone.
Aviles, 43, is currently the Navy's comptroller. Until 2000, he was a congressional aide on the House Armed Services Committee. Prior to that, he dealt with national security issues as an official in the White House Office of Management and Budget under President Bill Clinton.
Aviles studied mechanical engineering at the Naval Academy, graduating in 1983. He went on to receive a master's degree in finance at George Washington University.
