so i currently have a 1657 and cutting score for September is 1667. next month when the new composite score hits the system i will have a 1678 but it usually doesn't hit the system until the middle of the month. so my question is will i be promoted in September or will i have to wait until October before my new composite score is applied?

You should probably stop by your Consolidated Admin Center (CAC) and ask them this question. They have the promotion manual including any recent changes/updates regarding composite scores (and they enter the scores into the system).

Does that make any sort of sense? No you will not, you will only get promoted if you rate it BEFORE the period. If you were to try and do a remedial promotion maybe you could get it but I dont think you can do a remedial if you rate it after the promotion zone.
