I'm unable to find it in the national MODD by-laws, but we have been advised at the local level that national M-A-L members are ineligible to belong to local pounds. As a former Smart Dog this has me baffled. Does anyone know of the reference which would support this determination?

Thanks to all who looked into this matter. The reason that nothing could be found which would make M-A-L's ineligible for pound membership is that no such rule exists. The confusion originated with an incompetent dog robber who makes up her own by-laws. As had hitherto been the case, M-A-L's cannot be disqualified from pound membership solely on that basis.
