I am mixed on these type issue's on one hand I say turn them over to Japanese Authorities on the other I saw keep them under US Control and throw the book at them

when I was in the service about 1980 I think,, a friend of mine was stationed in Okinawa and had taken his wife there,,,,
alledgedly she discovered that he had been cheating on her and she stabbed/killed him while he was sleeping,,,, as this happened off base, the Japanese authorities had her, and the U.S. Embassy was fighting a tough battle to get custody and to prosecute her vs letting the Japanese system have her because of the "conditions" of the Japanese system....
