what happens to cutting score after promotion

Example: LCpl with 1600 gets promoted to Cpl.

Is his comp score reset to 0 sort of like how a LCpl doesnt have a Comp score until eligible?

Or is it some sort of point deduction as you promote?

You get a new score the day you get promoted. It 0's out.
