2012 DoD troop drawdown

Hello:
I have a questions two regarding this drawdown. 1. If an MOS is at operational strength, how is it one can't re-up in it but, a recruit can come in to that MOS? 2. Will this mean that ANGLICO will once again go in to hibernation, as in the last drawdown? In the end of '86 the same situation occured with some MOS's as mentioned in #1.

It has to do with how many are in the T.O.&E. You need x amount of e-1's, e-4's, etc. Too many Gunnys=bad. Who's gonna sweep up? Too many Privates=bad. Who's gonna tell you WHEN to sweep up?
