Basically correct. The ONLY way an RE- code can, or will, be upgraded/changed is if it was issued 'in error' AT the time. So, unless some S-1 clerk accidentally typed 'RE-3C', it is, what it is. You can appeal until you turn blue, it's not going to change it.
